thanks for the reply sir.

my friend lives in california, i want to buy that and ship it to my place and use that car to go to road test if i can.

i am asking this because, each time i go for a test, i am being charged with $120 by my driving school

This doesn't make a whole lot of sense if you ask me. Can't you find something locally that you can see and drive and take delivery the same day?

I'm with you on that one, HappyRider.
it would not only be cheaper to buy one in PA but one bought in CA might not be too practical for driving in PA.

As for BUYING the actual car, you don't need much documentation if you are paying cash under 10k. (Most documentation is required by finance companies to give you a loan. If you are paying cash, it's irrelevant. However, if you buy a car that costs over 10k, you will need to provide documentation because the government is interested in people who have excessive money and is concerned they may be earning their money illegally. (Think drug dealers.) As a result, any purchases with cash over 10k are somehow reported to the government----car purchases, home purchases, etc.

When you transfer ownership of the car to yourself from the person you are buying it from, that's called titling. The same documentation is needed when you title and register a vehicle in Pennsylvania----a Pennsylvania driver's license and proof of insurance. (I gave you inaccurate advice previously. It turns out Pennsylvania only accepts Pennsylvania identification to title and register a vehicle in Pennsylvania.) Therefore, you will definitely need to get the waiver from social security so you can obtain a Pennsylvania driver's license.

Basically, you can DRIVE in Pennsylvania with an international driver's license (as you would if you rented a car at a car rental agency), but you do need a valid Pennsylvania driver's license or Pennsylvania identification to actually PURCHASE a car in Pennsylvania.

I am an international student in Erie PA.
I do have a social security number.
I am planning on buying a car; however i do have following questions.
1. As you have mentioned for buying a car one needs Pennsylvania identification.
Does that mean an ID card? I do have my company's id card, SSN and university id card.
2. I dont have international driving permit. Just have a DL from my country.
Will that allow me to drive here in PA.
3. If yes; how long can i drive with the international driving license.
4. I have minimal driving experience. Havent really driven for a long long time.
So will the insurance company insure me?
5. If yes how much would insurance cost me; with almost zero driving experience.
My friend had never had driven before; but she mentioned that its easier to drive.
For me its an immediate need; considering the extreme cold climate.
6. Where do i buy a car in Erie; where i can get best deals.
7. what are the checklist that i should have before buying a car.
8. Does the car insurance depends on the car brand and its model.

I would really appreciate if you could answer my queries.
